The bipartisan panel of lawmakers is splitting its $ 908 billion corona virus relief program into two sets as it prepares to release its speech on Monday.
Confirmed by a well-known source for negotiations, the plan includes a $ 160 billion proposal that combines two highly controversial elements: more money for state and local governments and protection against corona virus-related lawsuits.
The second proposal includes a total of $ 748 billion and the idea of another round of payroll protection for small businesses receiving widespread support, including funding, unemployment benefits and vaccine distribution, testing and more money for schools.

Congress is quickly running out of time to cut a major deal on corona virus relief, with lawmakers still until Friday to pass a government finance bill that will act as a vehicle for any deal. But the two-month committee has been negotiating for several weeks, including the weekend, to finalize its bill after announcing a framework earlier this month.

Separating the two most controversial items will increase cases across the country, making it easier to execute at least one small corona virus deal as part of a government-funded deal, and hospitals are warning of overcrowding, and some states and cities are re-enacting lockout measures Public health experts warn of a brutal winter.

Democrats consider state and local money a priority, and the Senate GOP leader has long called protection against corona virus cases a “red line.”
But McConnell suggested dropping both issues last week, and that parts of the year-end deal, including the broader bilateral agreement, could be folded into a government finance deal.
“We know what that common ground will look like. Small businesses that are severely affected can continue to pay for their people. Investments needed in supply to get life-saving vaccines for our people. Without the expansion of some unemployment programs it would expire in a few days,” McConnell said.
