What is the reform of the National Security Act?
The reform states that in the framework of international cooperation, embassies and foreign missions accredited to the country they should inform the relevant authorities in accordance with the respective bilateral cooperation agreements signed by the Mexican State in matters of security and which contributes to preserving National Security about the facts of which you are aware in the performance of the functions derived from said agreements and programs.

In order to this effect, the principle of bilateral reciprocity must be considered ”, defines the modification in article 69 of the Law of National Security.
He adds that the public servants of the federal entities, municipalities and territorial demarcations of Mexico City, must deliver to the secretaries of Foreign Affairs and Security and Citizen Protection, within three days of the celebration of any meeting, exchange of information, telephone calls or communications they hold with Foreign Agents, a written report of them.

“Meetings with Foreign Agents must be authorized in advance by the High Security Group. In some meetings will have to be present a representative of the Secretariat of Foreign Relations ”, defines the modification to the article 70 of the Law of National Security.
This reform seeks to strengthen sovereignty and give effectiveness to the fight against organized crime; will put control in the presence of foreign agents in the country.
The DEA alone has eleven offices in Mexico, Ricardo Monreal said, and it is unknown how many agencies and number of foreign agents have activities in the country.

One of the relevant changes to the reform project is that the Secretariat of Foreign Affairs will not be an authority in the control of foreign agents, as stated in the initiative, and this capacity now refers to “the corresponding authorities”.
