They have promised obedience to Bukele when they are due to the Salvadoran people and the Constitution of the Savior.
In almost 27 years the National Civil Police and the Armed Forces had remained respectful and obedient to the rule of law and the Constitution of the Republic, the first born of the 1992 Peace Accords, a body with a philosophy inspired by the carabinieri of Chile and other police forces; and the second, completely renovated to serve the Salvadorans.
But in a year and a half of Nayib Bukele’s administration, the two security forces have entered the worst historical crisis, to the extent that they have obeyed illegal orders and against the Constitution by the trustee, who has been noted for being authoritarian, not only by critics in El Salvador, but by representatives of international organizations such as José Vivanco, executive director of Human Rights Watch for the Americas.

This denaturation is reflected in a Police and Armed Forces with functions of a political police as it happens in dictatorial regimes like Nicaragua with Daniel Grouse, and in Venezuela with Nicholas Maduro.
By the facts, Mauricio Arriaza Noies, director of the PNC and a military man who joined the Police as a quota set out in the Peace Accords, is now facing criminal proceedings for breach of duty. Harassment of Bukele critics
Politicians and opponents of the government, as well as journalists, have repeatedly denounced persecution and political harassment by the National Civil Police and the Army. Some have reported interference with their communications, intimidation and even computer theft.
Deny aid to TSE
The National Civil Police was indifferent to the call made by Supreme Electoral Court magistrates who along with employees were deprived of liberty by supporters of the New Ideas party demanding the registration of candidates for different candidacy. The PNC never came to the rescue despite having a link with the collegiate body.
