Charity Pierluisi will perform ‘ad honorem’ functions in the Governor’s office

Governor Pedro Pierluisi Urrutia announced on Tuesday new appointments to his working group in La Fortalesa, including four of the five Assistant Secretaries of the Interior who will work directly with the Secretary of the Interior, Noelia García Bardales, to follow up on the execution of works and government priorities.

He also reported in a written communication that Caritat Pierluisi, who will not have an appointment to a public position, nor a contract with the government of Puerto Rico under salary or marginal benefit, will perform functions ‘ad honorem’ in the Office of the ‘Governor.

For the Assistant Secretary of the Interior for State Affairs, the governor appointed Carlos Jamín Rivera as a graduate.
Jamín Rivera owns a Baccalaureate Magna Cum Laude in Political Sciences of the University of Puerto Rico (UPR), Enclosure of River Stones and a Jury Doctor Magna Cum Laude of the same university institution. Lawyer Jamín worked as the Executive Director of COFINA and as the Executive Director of the Puerto Rico Financial Advisory and Tax Agency (“AAFAF”).

He previously served as Special Adviser to the Executive Director and as Associate Legal Director for Government Affairs at the AAFAF. He also has work experience as an assistant legal adviser to La Fortalesa and as a legal officer for Rafael Martínez Torres, an associate judge of the Supreme Court. He recently served as a member of Governor Pierluisi’s Incoming Transition Committee and was in charge of fiscal and federal affairs.

Similarly, the governor appointed Roberto Méndez Martínez as Assistant Secretary of the Interior for priority projects. Méndez Martínez has a bachelor’s degree in Science from the UPR, Recinto de Mayagüez and a Juris Doctor from the Pontifical Catholic University.

Graduate Méndez Martínez worked at the Central Office of Recovery, Reconstruction and Resilience (COR3), knowing first-hand the reconstruction needs and processes to ensure the proper use of the federal funds received. In addition, he led interagency coordination efforts to support disaster recovery in municipalities. Prior to that, attorney Méndez Martínez worked as a lawyer in private practice.

Another of the appointments was that of Javier Carrasquillo as Assistant Secretary of the Interior for municipal affairs. Carrasquillo owns a baccalaureate in Criminal Justice of the Inter-American University Metropolitan Enclosure. He has extensive knowledge of municipal affairs and was mayor of Cidra from 2013 to 2020. He achieved major paving and patchwork projects in different sectors of the town, as well as building bridges, road improvements and curbs, including an agreement collaborative on the PR-172 road with the town of Caguas. He was also chairman of the Governing Board of the Municipal Revenue Collection Center.

In the same way, the lawyer Carlos Rivera Justinià will act as assistant secretary of the government for legislative and regulatory matters. The lawyer Rivera Justinian owns a baccalaureate in radio and television Magna Cum Laude of the UPR, enclosure of Arecibo and a Juris Doctor Cum Laude of the UPR in Rio Pedres.

Rivera Justinià has extensive experience in legislative, research and analysis matters. He worked as the executive director of the Governing Committee of the House of Representatives, was a legal adviser to the Rules and Calendar Committee of the House of Representatives and also served as director of the office of legislative advisers of the House of Representatives. the presidency of the House of Representatives.

In a letter to the Office of Government Ethics (OEG) the Governor indicated that Charity Pierluisi will be subject to the provisions of the Organic Law of the OEG of Puerto Rico and will strictly maintain the applicable rules to protect information of interest. public in their tasks.

The OEG stated in its determination that there is no provision preventing the ad honorem appointment to Charity Pierluisi.

Charity Pierluisi is the governor’s sister and was campaign director.
