Deputies approve amendment law on Purchasing and Procurement to purchase vaccines against Covid-19

The Chamber of Deputies declared urgency and approved in two consecutive sessions the amendment of Law 340-06, on Purchase and Contracting of Goods, Services and Works, as it does not provide for the purchase of vaccine to prevent the Covid-19.

Alfredo Pachecho, President of the lower house, has indicated that the amendment to the article of the Law on Public Procurement and Procurement, from the Executive Branch, will only be applied for the rapid purchase of vaccines to prevent Covid-19 .

The amendment was tabled by the Vice President of the Republic, Raquel Peña, who was accompanied by the Minister of Public Health, Plutarch Arias and Carlos Pimentel, Director of Public Procurement.

The deputies in this Tuesday’s session also declared urgency and approved with modifications in two consecutive sessions the project amending Law No.46-20, dated 19 February 2020, on transparency and revaluation of assets.

The legislative thought of the authorship of Senator Faride Raful, was released from reading and going to committee.

Pacheco informed the chamber that the initiative was being studied by an Ad Hoc commission which made some modifications to the original project.

“It could not be left the same as yesterday expired the term the law is non-existent then we have to make good references for the law to come into force again and have 90 more days in force, but this time, for what they are hearing me out of the House, there will be no further extension by the National Congress, “Alfredo Pacheco said.

The purpose of this law is to reincorporate the provisions of Law 46-20 of 19 February 2020 on Transparency and Revaluation of Assets and to establish and Establish a special tax regime with a transitional nature that allows taxpayers to declare , revalue and make the corresponding payment voluntarily and exceptionally before the General Directorate of Internal Revenue DGII, with respect to those assets and rights specified in article 5 of this law to regularize its tax obligations.
