JACKSONVILLE, Fla. – Jacksonville police said an “observer citizen’s tip” helped them locate George Kenneth Litgen, 50, after a shooting south of the city that left a man critically injured.
Neighbors told News4Jax the victim was Litgen’s half-brother, 25-year-old Sheldon Walker. They said they shot him in the head. Police said the victim is not expected to survive.
Police confirmed the two men had a history of domestic violence against each other.
Saturday’s shooting was reported at 3:20 a.m. at a Bunnell Drive home. Police said a third man was home when the shots were fired and neighbors told News4Jax the stepbrothers are living with an 85-year-old man.
A neighbor told News4Jax that he heard a discussion that woke him up.
“I heard someone shouting around three in the morning, and when I left there were several police cars; the ambulance and the fire arrived a little later, “Jeff Seibert said.” There seems to be no place that isn’t subject to any crime in this city, so it’s really amazing. “
A Jacksonville Sheriff’s Office helicopter was seen flying over the Windy Hill neighborhood on Saturday and the K-9 unit was out looking for the gunman. Police said Litgen should be “considered armed and dangerous” and told the public not to approach if they saw him.
They said someone who saw Litgen called the council and was arrested on a murder attempted warrant. Police thanked everyone who spread the word.

According to JSO records, last November, Walker was arrested for an aggravated domestic battery charge after Walker hit his stepbrother in the head with a frying pan. The charges were dropped last month. He has also had other arrests.
Litgen also has a history of arrests. Among them, he spent time in jail in 2009 for aggravated assault with a deadly weapon with no intent to kill and was in county jail in 2016 on a domestic battery charge.
