Julio Olivera has said they have removed computer personnel linked to attempted attacks. Magistrate Guillermo Wellman said the system is secured with padlocks.
The magistrate of the Supreme Electoral Court (TSE), Julio Olivera, said that they could have internal attacks during the development of tomorrow’s elections, as confirmed by the private security company of the col · Legiat.
“We have an internal enemy, it must be said, the company that uses security has told us that in more than 90%, and all companies have agreed, the attacks we can suffer are internal,” he said. the magistrate in a morning interview yesterday.

Olivera commented that during a meeting of the collegiate body he suggested to the magistrates to hire more private security, as it might be necessary in the event that the President of the Republic, Nayib Bukele, gave an order to the National Civil Police (PNC) to return to the magistrates, or for a person to have access to and disconnect the transmission system at the National Electoral Results Processing Center (CNPRE).
Private security, he said, could counter any aggression that came from the PNC.
“The doubt comes from, remember, that we were deprived of our liberty, we were kidnapped and the Police had a role where it practically gives security to the kidnappers, because they wanted to force us to register candidates who even the Constitutional Chamber had the courage to say that they could not be registered, like Mr. (Walter) Araujo “, Olivera stated.
The magistrate explained that on the day of the first test of the technology, on February 7, TSE personnel had prepared the system so that it would not disclose results and that it would be observed from the outside that it was not working, a sabotage carried out by the person who was removed from office on the computer committee, and who had in his possession the system codes and passwords.
This situation caused them problems in the test, but said that now that they are already intervening international bodies will be different, where they expect the Electoral Surveillance Board and the National Cryptological Center of Spain to verify that the system is closed.
“We are still shuffling staff, moving them from one place to another, people trusted by these people (director of the computer committee), in fact we had to call the electoral prosecutor on the day of the proof), this can be asked of the Attorney General, that the prosecutor here had a brave performance because he was the one who helped us get the passwords and source codes, of a subject who had seized these passwords Olivera said.

In the case of the international audit, he stated that it cost $ 19,000, but that the company that was going to perform it was asking them for the system codes and passwords, which would leave him vulnerable, which is why which the magistrates did not reach a collegiate agreement and did not approve of its development.

System with enough padlocks
In the same interview, TSE magistrate Guillermo Wellman said the system to be used in the elections has enough padlocks to make sure the population is transparent.
“Only the Attorney General’s Office alone deployed more than 1,800 delegates who will ensure that this electoral process is within all legal measures and guarantees this permanent control the fact that this electoral event can not, and will not, be altered,” he said. hold Wellman.
He added that he has been singled out for wanting to cheat in the elections, as has Magistrate Olivera, which is not true because they have always worked under the law.
He also said that more than 3,000 international observers will be waiting for the elections to take place, one of the main ones being the Spanish National Cryptology Center, which will provide cybersecurity to the computer system to prevent it from being altered. more than the European Union election observer mission, those who arrived two weeks ago to observe the computer process.
The Organization of American States (OAS) observation mission has also been analyzing the system to be occupied in the elections since last Wednesday.

The operation of technology
Tomorrow the TSE will use table technology where each JRV will be equipped with a technology box containing a laptop, a specific charger, an HDMI cable (to connect the projector to be used at the time of the poll) and a scanner. They will also be given an additional package with extensions, ruler and folio papers to print the preliminary act.
They will also have a UPS to protect the equipment from any power outages and for safety if an interruption occurs at the time of the scrutiny, Court technicians explained.
“It is validated with padlocks and insured. The program that is going to be developed is super simple, it is a basic program only to register the votes when the count is being done, it is elementary, more than 140,000 people have already been trained to to be able to act in JRV, “Magistrate Wellman said.
He also commented that those who are monitoring the computer system are receiving support from the International Foundation for Electoral Systems (Ifes), a collaboration of the United States Agency for International Development (USAID).
To support the computer equipment, the TSE has assigned one support person for every 10 JRVs, so that it can assist them in the event of a system failure to use.
When the laptop is turned on at the JRV, the system will open immediately and they will have to scan the DUI of the president, secretary, member and other members, after registering the amount of ballots delivered to the voters, leftovers and unused, to then register each ballot paper with their respective marks.
The number of null votes, abstentions and contests and ballots to be cast will then be introduced. They must then print the minutes and then be scanned original signed and sealed preliminary scrutiny closure.
