Hudson-Odoi was replaced in the half of Chelsea’s goalless draw with Manchester United on Sunday and then came out with straps on his leg.
But he will struggle to start at Anfield in a match that could be key to Chelsea’s top four hopes.
Tuchel had hoped that Thiago would also take part in such an important match, but the club’s medical staff have advised taking a prudent approach to the Brazilian’s return.
Tuchel said: “Thiago did his first workout with the team, but he didn’t finish the last exercise, neither in pain nor at all, just to be aware of not taking risks.
“I guess he’s training today, but he’s not 100%, so he won’t be joining the Liverpool squad.”
Tammy Abraham is in doubt due to an ankle problem, but Chelsea have no other concerns.
Chelsea expected lineup (3-4-2-1): Mendy; Azpilicueta, Christensen, Rudiger; James, Jorginho, Kante, Chilwell; Havertz, Mount; Werner
List of injuries: Thiago Silva
