The council approved a staggered collection modality for natural and legal persons that is based on the size of the property and the area of residence.
But unlike a concession, the collection is not a direct payment to MTS, which is the company benefiting from the juicy contract, but the multi-year contract (for 15 years) stipulates that it will be the mayor of the capital who will make the payment for average rates to those in the capital.
