New crisis erupts in CNE five days before elections in Honduras

Tegucigalpa, Honduras.

With opposition from the National Party and five days for the primary elections to take place, the National Electoral Council (CNE) decided to print a special booklet so that the 500,000 people who are out of the electoral roll can vote this Sunday.

Sala Ana Paola, Councilor President of the CNE, presented on March 5 a proposal to include in the ballot boxes some additional ballots, which included the people who have been identified would have trouble voting this Sunday.

The initiative had not been approved because Kelvin Aguirre, National Party representative councilor, and the other two alternates have covid, and had not signed the resolution for the crisis to be resolved.

LEA: Electoral silence in Honduras begins at 12 tonight

However, last night it transpired that by order of Hall and with the support of Rixi Montcada, it was decided to print the special list because the half a million voters who were outside the electoral roll could vote.

Upon learning the information, Kilvett Zabdiel Anduray, Executive Secretary of the National Party, say on his Twitter account: “A new illegality has been committed in the National Electoral Council, by the representatives of Free and the Liberal Party, Who have been sent to print an extra ballot paper that has not been approved by the plenary, because it has been convened until tomorrow (today) at 9:00 am “.

Kilvett added: “If this illegality persists and generate a booklet that opens the possibility of a double and up to six-fold vote on March 14. The National Party will take legal action. The CNE is a collegiate body and not the courtyard from behind no one “.

Why they are out of census

Rixi Moncada, councilor of the CNE, said that if this problem is not resolved, the fundamental right of almost half a million Hondurans to vote would be violated.

Montcada explained that they identified three groups with voting problems. The first was a block of 54,000 voters who were people who were found deadlocked when verifying their photo in the database. This was fixed, but they did not stay within them listed to exercise the vote.

Montcada added that in the second group there were 100,000 people who could not vote despite having their ID card, because they enlisted after December 30.
In the last block it is estimated that of 1.6 million Honduran voting centers were changed by the Identify the National Register of Persons (RNP) program, 350,000 of 800 communities were left out of the electoral register because the corrections were not made to them, according to detailed the counselor.

Montcada explained that on 22 February the RNP acknowledged its mistakes, so they recommended to the electoral body that they include additional lists in order to guarantee the exercise of the right to vote of citizens.

Keys in National Electoral Council

1. Census

The national census issued by the RNP presented problems with 1.6 million Hondurans who had their polling station changed, as well as inconsistencies to verify the data and the lack of many who could enroll until after 30 of December.

2. Dialogue

The presidency of the CNE proposed the elaboration of additional notebooks so that those who are not in the census can exercise the suffrage. However, three councilors of the CNE, one incumbent and two alternates, have covid and have not been able to sign the resolution

3. Proposal

The CNE sent to the National Congress an initiative to approve an emergency decree so that the plenary could be integrated with another mechanism and thus solve five days before the elections the problem that violates the right to vote.

The vocal councilor of the CNE expressed that she supports the initiative promoted by Sala Ana Paola, since they are in time to include the lists dictated by the RNP in the electoral suitcases.

Another of the alternatives proposed by the president of the CNE is to ask the National Congress for help to integrate the full body of this body.

Last Sunday, Hall reported that he asked for help so that an emergency decree could be established so that the CNE could integrate a plenary with another mechanism.

Notebooks, the solution

Augusto Aguilar, former president of the former Supreme Electoral Court (TSE), considers that the solution of the additional booklets or lists is healthy.

The former magistrate expressed that the stalemate five days before the election is unprecedented, because problems are usually resolved through consensus and analysis by councilors.

“I think the proposal is healthy, the double vote is not as dramatic as you think, as there are mechanisms such as indelible ink to prevent a person from voting twice on the same day of the election,” said Aguilar.

He also warned that if this problem is not resolved there will be a huge abstention, which was already predicted by the pandemic and the economic situation, but will be even greater, as distrust will increase and there will be countless claims and challenges after the election.

The former president of TSE, also noted that the greatest responsibility for the problem lies in the way the Registry worked, as from the beginning they promised a refined census in a few months, a situation that was almost impossible, “because identifying a country with the problem of the dead and those living abroad cannot be done in months, this takes at least two years, ”he commented.

He also recalled that the law states that the RNP is the one that provides the information for the electoral body to update or debug the census, but if the information that is delivered from the beginning has problems, then the CNE will not be able to do good debugging.

In the other hand, Roberto Herrera Cáceres, The former Commissioner for Human Rights (CONADEH) urged CNE councilors to resolve in the next few hours the current emergency or crisis that is generating uncertainty and mistrust in the population.

Herrera recommended that beyond partisan positions, the incumbents of state electoral bodies should maintain respect and submission to the rule of law.
“They must be subordinated to the authority of the Constitution and the laws,” said Herrera Cáceres.

COHEP and TJE sign agreement to strengthen democracy

TEGUCIGALPA. The Honduran Council of Private Enterprise (COHEP) and the Court of Electoral Justice (TJE) yesterday signed a memorandum of understanding to contribute to the strengthening of democracy in the country.
