In a decision of first instance, the Comptroller General issued a ruling with fiscal responsibility in terms of 71,674,000 pesos, As a serious fault, against the former governor of Córdoba Alejandro José Lyons Muskus and other officials and former officials of the Government of Córdoba, on behalf of the so-called ‘Hemophilia Poster’.
In this case, irregular payments were made for billions of pesos from the departmental budget for alleged hemophilia patients who actually enjoyed good health, or who never existed.

To perpetrate the fraud, the Comptroller’s Office explained, supports were presented and false documents such as medical records, medical orders, and laboratory tests, among others. Despite this, Lyons remains free in Miami (USA).
The decision of first instance also includes four former secretaries of health of the department, 3 medical auditors, two coordinators and the United IPS for their Welfare and Sant Josep del Llençol, with their respective legal representatives.

In accordance with the tax ruling issued by the Comptroller’s Office Intersectoral no. 2 of the Special Investigation Unit against Corruption were declared prosecuted, in addition to Lyons:
Alfredo José Aruachán Narváez, as Secretary of Development
of the Health of Cordova; Alexis José Gaines Acuña, as Secretary of Health Development of Córdoba; Edwin Preciado Lorduy, as Secretary of Development of the
Health of Córdoba; Juan Carlos Cervantes Ruiz, as Secretary of Development of
the Health of Cordova; Alfredo Ignacio Ceballos Blanco, as Coordinator of the Plan
Extended Immunizations (PAI).
Also Adalberto Rafael Carrascal Barón was sanctioned, like coordinator of the CAM of the Secretariat of Development of the Health of Cordova; Juan David Náder Chejne, medical auditor; Marcela Sofia Suárez Luna, medical auditor; Mayda Gómez Ochoa, medical auditor; the IPS Units for its Welfare SAS and its legal representative, Guillermo José Pérez Arcila; and IPS Sant Josep de la Sabana SAS and its legal representative, Rubén Darío Guerra Gil.
