The bill makes it optional for Yowans to obtain permits to carry handguns and pass background checks when buying firearms through unlicensed sales, including websites and gun shows, The Associated Press reported.

However, if Iowa individuals choose not to receive permits, they must pass a background check when purchasing from a federally licensed dealer, the Des Moines Register noted.
