Santo Domingo, RD.
The Government of the Dominican Republic today issued a statement on its concern over the political and social crisis that continues to shake its neighbor Haiti, and notes the need for an inclusive dialogue that allows steps to be taken to hold a democratic electoral process.
The statement, read by Dominican Chancellor Roberto Alvarez, says it is concerned about the difficulties in meeting the electoral timetable proposed by the Haitian government. “This difficulty derives from two fundamental elements: First, the lack of dialogue between the main actors called to participate in the various electoral processes. Second, the great slowness with which the registration and carding of voters is carried out. To date, all the loved ones point out that the goal of completing the voter registration for the electoral process will not be achieved, ”he says.

The Dominican Government is following with deep concern the evolution of events in Haiti. The neighboring country is going through a situation of political instability marked by increased violence and insecurity, as well as a serious food crisis that generates considerable popular discontent.
For the Dominican Republic, it is in the highest interest that Haiti can overcome the climate of political tension and achieve an increasingly stable government. The Dominican Government reiterates its commitment to promoting a policy of good neighborliness and mutual cooperation, on the understanding that peace and stability on both sides of the border depend on democracy, as well as strong human development and of the firm protection of the fundamental rights in all the territory of the Hispaniola.
We are concerned about the difficulties in meeting the electoral timetable proposed by the Haitian government. This difficulty derives from two fundamental elements: First, the lack of dialogue among the main actors called to participate in the various electoral processes. second, the great slowness with which the registration and carnetización of voters is carried out. To date, all loved ones point out that the goal of completing the voter registration for the electoral process will not be achieved.
To ensure a change of democratic government, which guarantees political stability in Haiti, It is essential to ensure an electoral process of broad citizen participation and recognition by political parties, backed by an international election observation. A constitutional reform, widely accepted by most of Haiti’s political and social forces, would be the starting point for the development of a more appropriate institutional architecture for Haiti, one that promotes better governance.
However, none of this will be possible if it does not emerge from a broad, inclusive and bona fide political dialogue that brings together the various Haitian national forces, in search of a governance agreement for constitutional amendment and celebration. of elections. Accordingly, the Dominican Government sincerely calls on all sectors committed to democracy, both in Haiti and in the international community, to contribute as much as possible to the creation of a favorable environment for this necessary dialogue.
The Dominican government reiterates its commitment to support the process of including in the civil registry of this country all Haitian citizens who are in Dominican territory. In addition, it expresses its firm inclination to the principle of non-intervention in the internal affairs of other States, respect for the Inter-American Democratic Charter, especially with regard to the participation of citizens in decisions relating to their own development, as a right and responsibility, a necessary condition for the full and effective exercise of democracy.
