The commissioner of the Institute for Access to Public Information (IAIP), Liduvina Escobar, denounced a series of attacks against some of her colleagues because she is in favor of transparency and access. from Salvadorans to public information.

“In recent days a series of actions against me have intensified, as part of a strategy of pressure and harassment being carried out by commissioners Ricardo Gómez, Javier Suárez and commissioner Roxana Soriano,” he said in a communiqué.

The official detailed that she has suffered isolation from institutional work, blockade of access to information, discredit with IAIP staff, among others. “This with the argument of having a complaint against me from an employee, without having verified the facts and without granting me the right to defend myself,” he explained.

It also denounces blocking to access internal information of the IAIP. For example, on April 12, with the votes of the same headlines mentioned, it was agreed that any report generated by the administrative units of the institution must be approved for full delivery.

He also states that the said commissioners gathered the present staff of the IAIP to discredit, manipulating statements given to the press the day before.

The official reported on the use of legal proceedings as an attack on her, detailing that on March 25 she filed another complaint against her for an alleged disclosure through her Twitter account of a user’s personal data.

The commissioner has criticized that the IAIP is processing the case with agility, admitting the same, when a good number of appeals on high-impact issues are pending.

On the other hand, he points to permanent attacks with false accusations about relations with the press and civil society.
The commissioner calls on civil society organizations, the press, international cooperation and human rights organizations to be vigilant about these actions, which in her opinion “mark a setback in the guarantee of having an institution to monitor compliance with the Law on Access to Public Information “.

Finally, he has warned that he will go to relevant instances in his defense and protection.

Meanwhile, the Administrative Litigation Chamber of the Supreme Court has not ruled on a lawsuit against the appointment of the commissioner of the Institute for Access to Public Information (IAIP), Roxana Soriano, for her involvement in the New Ideas party, where she was a pre-candidate for deputy in the primary elections ahead of the elections on 28 February.

The lawsuit was filed more than a month ago by the National Development Foundation (Fon), which noted Soriano’s “lack of independence” to be able to serve as commissioner of the IAIP.

From that date, Fon asked the Chamber that during the process of this lawsuit, Soriano be removed from office because it threatens the independence of the Institute.

However, Fon points out that more than a month has passed and the Chamber has not ruled.

“Here what is being affected precisely is that there is no total guarantee on the part of the IAIP commissioners that they are acting independently, that is, the right of access to public information is at risk and at stake.” , warned Wilson Sandoval, coordinator of Funde’s Anti-Corruption Legal Advice Center (ALAC).
