JCE does not want to organize party primaries

In the proposed reform of the political-electoral regime presented yesterday, the Central Electoral Board (JCE) proposes the abolition of the legal obligation it currently has to organize primaries of political parties.

“To place in the electoral management body the responsibility of organizing, regulating, administering and arbitrating the internal processes of the political organizations, regardless of the method used, would be to transfer the internal disagreements and conflicts of the political organizations to the Board. He considered that the most convenient thing is for the political organizations to manage their internal processes, through their electoral commissions, with the logistical assistance of the Board.

The entity also suggests the elimination of the preferential vote at the municipal level, proposing that councilors and members be elected through closed and blocked lists.

It seeks to impose by law the obligation of electoral debates between candidates for the presidency and vice presidency of the Republic and to make it optional for postulates at other levels.

It recommends setting the sum of party funding at half a percent of the nation’s overall budget in election years and a quarter percent in non-election periods, as established by the old election law.

It encourages newly recognized parties to access public funding and to strengthen the requirements for their legal registration, requiring citizens who give their consent to be affiliated with them. It provides that both the decisions of the JCE on the recognition of parties and on alliances may be challenged before the Higher Electoral Court, rather than the administrative jurisdiction.

It also suggests a reduction in the spending cap in the campaign by 65% ​​and in the pre-campaign by 75%.

With this proposal, the spending limit at the presidential level would drop from 527 million pesos to 131 million during the pre-campaign, and from 922 million to 322 million in the campaign.
