President Luis Abinader, through decree 542-21, abolished the General Directorate of Communication (DICOM), the Directorate of Information, Analysis and Strategic Programming (DIAPE) and the Directorate of Information and Press of the Presidency.
According to the trustee, the coordination and execution of the communication policies of the Executive Branch must be in a single structure.
The body in charge of communication of the Executive Branch is the “Government Communication System“, By the Directorate of Government Strategy and Communication, for the coordination of the communication policies of the different bodies and organs of the Executive Branch.
Abinader also created the Directorate of Government Strategy and Communication, under the auspices of the Administrative Ministry of the Presidency, with the function of coordinating the implementation of the strategy and communication policies of the Executive Branch.
In the same way, Abinader created the Press Directorate of the President, under the direct dependence of the Administrative Ministry of the Presidency, with the function of managing the communication actions of the President of the Republic and reporting on the activities of the President of the Republic and his officials.
The president appointed a Homer Algiers Figuero Guílamo like director of the System of Governmental Communication and to Daniel Garci’a Archibald, President’s Press Director.
“The Directorate of Government Strategy and Communication will organize its internal structure and regulations, in coordination with the Ministry of Public Administration (MAP), and in accordance with the guidelines of Law No. 247-12 Organic of Public Administration “, says the decree.
The decree informs that the Directorate of Government Strategy and Communication will assume the personnel, the budget items and the goods that corresponded to the previous organs, for this it will have to coordinate with the Ministry of Public Administration (MAP), the General Direction of Budget (DIGEPRES) and the General Directorate of National Assets, respectively.
The President’s Press Office replaces the Presidency’s Information and Press Office.
