No civil servant may hold two or more positions, or receive two or more salaries under the Wages Act from the state budget, as approved by the deputies.
During the morning of December 24, and then marathon day, the Assembly approved with 59 votes, 2 against and 1 abstention the General Budget of the Nation 2021. An aspect that also left stipulated the deputies is the prohibition of the places ad honorem in the Public Administration for this 2021.
Reviewing how many officials have dual positions in the Executive and why, although some are “ad honorem,” was precisely one of the goals MPs set for 2021.
“Prohibit ad honorem positions in the Public Administration by the modality of the Wages Law, contract or under any type or modality and no civil servant or public employee can hold this type of position”, reads article 4 of decree 86 approved by legislators.

In addition, this article also details that no civil servant may hold two or more positions, or receive two or more salaries under the Wages Act from the state budget.
As approved, temporary professional service contracts and medical insurance will not be allowed for civil servants.
The ban comes in a year in which it has become known of officials with ad honorem positions in the Bukele administration.
There are several officials who are under this concept and have dual positions, as they serve as ministers or high-level officials of the Presidency of the Republic, but do not receive salary for this position, however, they do have a place of adviser for whom yes they have assigned a salary.

The provisions include that it will not be possible to use government resources to directly or indirectly finance operations of companies or corporations that do not correspond to the functions that are incumbent on them by express legal provision. The decree also prohibits amendments to the Wages Act to transfer positions to the System of Contracts that are not justified within the framework stipulated by the Civil Service Act, or by other legal instruments governing this matter, such as: contracts col · lawsuits, arbitral awards or court rulings.
Likewise, places that were vacant at the beginning of the financial year and that have a period of more than one year of not being used may not be used; in such cases, and if the need for human resources is determined to be urgent and unavoidable, the institutions may contract personal services in accordance with the conditions laid down in Article 83 of the General Provisions of the Budget.
This decree shall enter into force on the day of its publication in the Official Gazette.
Cuts to official propaganda
The draft budget that was presented last September 30 by the Minister of Finance, Alejandro Zelaya, also had some financial cuts, one of these adjustments was made to the items of government consulting and advertising, CEPA, National Lottery of Charity, CIFCO and other institutions.
