The magistrates remind the president and his officials that Salvadoran laws provide for prevention and health measures that do not involve violating the human rights of Salvadorans.

For the same reason, the Chamber orders the Minister of Foreign Affairs, Alexandra Hill, to “without delay” adopt “consular, diplomatic or humanitarian mechanisms for Salvadorans who are confined or in a situation of vulnerability in the countries in which they are ‘have adopted traffic restrictions’.

Likewise, the minister must respond “quickly, effectively and in solidarity” to requests for information or assistance raised by these compatriots in the consulate network.

The Chamber will give you a period of three working days to report on these measures.

This is the second time the Chamber has ordered Bukele not to prevent the return of Salvadorans, after El Salvador International Airport resumed passenger flight operations on September 19, 2020, but the Bukele government ordered that it not enter no passenger without the evidence that the anti-covid test had been taken.
