“Gang government negotiation” proves “Territorial Control Plan is a hoax,” says Johnny Wright Sol

An investigation by the digital newspaper El Far revealed that the director of Penitentiary Centers entered maximum security penitentiaries with gang leaders to negotiate benefits in favor of gangs.
