Gottlieb added on Sunday that the disadvantage of the new term could outweigh all the benefits he hopes to gain by “hardening positions.”

“I think the disadvantage of this mandate, in terms of tightening positions and taking on something that was subtly political and that was openly political, could outweigh any of the benefits we hope to achieve,” he said.
