Governor Pedro Pierluisi Urrutia announced today the creation, by Executive Order, of the Reconstruction Council of Puerto Rico whose function will be to accelerate the recovery and reconstruction processes of the Island.
The Executive Order 2021-011 establishes that it is a priority of this administration to expedite the financing, and the execution of recommendations, consultations, permits and construction of infrastructure projects of a critical and urgent nature, in order to address the damage caused. by natural disasters.
The Reconstruction Council which will be chaired by Secretary of State and engineer with over 30 years of experience, Larry Seilhamer Rodriguez, will also be composed of other Puerto Rican government officials whose agencies are related to the reconstruction process. These agencies are: Central Office of Recovery and Reconstruction (COR3), Department of Housing, Puerto Rico Infrastructure Financing Authority, Department of Transportation and Public Works, Department of Economic Development and Trade, Department of Natural Resources, and Environmental, Department of Education, Electricity Authority, Aqueducts and Sewerage Authority and the assistant secretary of government for priority projects.

The Reconstruction Council shall identify and recommend the various critical reconstruction projects and their level of priority, and issue a report to be submitted to the Governor and the Secretary of the Government setting out the recommendations of the projects and order of priority. The deadline for submitting the report will be 60 days from the entry into force of the Executive Order.
