According to the investigations carried out by the Public Ministry, Marc Bográn in his capacity as executive director of Investh-H and Alex Moraes Girón, administrative manager of the same, in violation of the fundamental principles of public procurement contained in the legal system Honduran, made the purchase of these hospitals directly and fraudulently with the lord Axel Gamaliel López Guzmán, Legal representative of HospitalMoviles.com and ELMED Medical Systems INC, paying one hundred percent of the price in advance, without this provider having the required technical and financial capacity, without stipulating the granting of the corresponding guarantees to safeguard the economic interests of the state and without prior authorization from the Board of Directors of Invest-H.

“Axel Gamaliel López Guzmán would have obtained profits in excess of twenty million dollars in exchange for delivering to the State of Honduras 7 hospital units,” the Public Ministry reported.

Marc Bográn, former director of Invest-H, paid on March 19 this year to Elmed Medical System and Mobile Hospitals, represented by Axel López, the amount of 15,900,000 for two 91-bed hospital modules for patients of covid-19 at a unit price of $ 7,900,000 each.

On April 2, he made a second purchase from the same company, consisting of a 91-bed mobile hospital for $ 7.9 million and four 51-bed hospitals with a unit value of $ 5.7 million, plus seven floors. of hospital waste treatment valued at $ 87,500 each.

In both transactions, Bográn authorized the disbursement of $ 47.4 million, approximately L1,174.5 million, without the approval of the board of directors of Invest-H and in contravention of the Account of the Account of the Challenge of the ‘Millennium and the General Law of Public Administration.

The mobile hospitals, which arrived in the country between July and November last year, of which so far only two are in service, “do not meet the conditions required for the isolation and treatment of people affected by the covid-19 virus,” he said. indicated the Public Ministry.
