Resolution 002 issued by the Ministry of Health established that international travelers entering the country may verbally express the difficulty they had in carrying out the test at the time of boarding. and to have isolation in Colombia while the result of one that is practiced in national territory is known.
The Minister of Health, Fernando Ruiz Gómez, has explained that this decision is part of the decision of the 11th Oral Administrative Court of the Circuit of Bogotá, which ordered a revision of this requirement.

“We maintain our position that in this judgment there is an impossibility of compliance, we ask for clarification from a judge and based on it, we deliver the resolution under which travelers who enter Colombia are given the opportunity to take the test in Colombia.” , noted Minister Ruiz.

The rule states that boarding of passengers who do not present a PCR test in the country of origin must be allowed when they verbally state that they had difficulty taking the test or obtaining the result within the required pre-flight term; for these purposes the verbal manifestation of the passenger will be sufficient, which will be understood made under the gravity of oath.
“The person boarding the plane states that he did not have the opportunity to take the test, it arrives in the country and the test is done maintaining isolation while the result of it arrives. It facilitates the process and allows there to be no problem on arrival in the country, ”Ruiz said.

The passenger must inform the Migration Officer at the time of the migration control if he / she has a PCR test with a negative result for covid-19 performed within 96 hours prior to boarding or if he / she chooses to do so. it is tested in Colombia and preventive isolation until it has a negative result; or carry out a quarantine of 14 days or during the term indicated by the health authority, in case of choosing not to take the test in Colombia.
You must also inform the address in which you will keep the preventive isolation. “These demonstrations will be recorded in the migration system,” reads the administrative act.

It is also noted that the passenger will be able to keep the quarantine days at their place of residence or place of accommodation. The value of the PCR test and the costs arising from the preventive isolation will be borne by the traveler.
The Secretary of Health of the place of disembarkation and / or destination will be in charge of verifying that the traveler keeps the preventive isolation. “We will be reviewing the country’s epidemiological situation and determine whether there will be a new decision in the future, but we will have this guideline working,” the minister concluded.
