The Central Electoral Board suspended for 60 days the officials in charge of voting abroad in the localities of New York, New Jersey and Washington, in the United States.
He also opened an investigation into the money used for voting abroad in Milan, Italy.
The suspended staff of the Central Electoral Board is as follows: Gilberto Regil Rafael Cruz Herasme, director of the Dominican vote abroad. Rafael Nicolás González Graciano, voting supervisor in New York and New Jersey.
Also Licelot Díaz Fernández and Ana María Matos Espinosa, administrative assistant and supervisor, of the Opree in New York and Sublime Larancuent Guzmán, who serves as interim commissioner of the OPREE in Washington.
The decisions were taken by the full institution after a report presented by a special commission, headed by the president of the JCE, on the closure of the institution’s bank accounts in the United States.
Suspended persons will continue to be entitled to their salaries for 60 days.

“In this sense, the plenary of the Central Electoral Board made up of Román Andrés Jáquez Liranzo, president and full members, Dolores Altagracia Fernández Sánchez, Patricia Lorenzo Paniagua, Rafael Armando Vallejo Santelises and Samir Rafael Chami Isa, approved the unanimity of the following recommendations of the commission,
FIRST: Immediate start of contact work and the process to manage through the Dominican Embassy in the United States the accreditation of the Central Electoral Board as a miscellaneous entity and thus achieve the level of autonomy of infrastructure, technical capacity and financial of the Central Electoral Board in the territory of the United States of America, with the intention that it may have its own bank accounts.
SECOND: Order immediately an external audit of a private entity on the use of resources for voting abroad in the United States used in the last elections of 2020, without prejudice to the fact that this commission will follow the investigations to present to the plenary a final conclusion.
THIRD: To approve the elaboration of the regulations of supervision and conduction of the administrative, financial, electoral and educational management that will have to govern for the Direction of the vote of the Dominicans in each one of the Electoral Constituencies of the outside.
FOURTH: Arrange that, once Ing. Gilberto Regil Rafael Cruz Herasme, concludes the enjoyment of his vacation, approved in the month of August 2020, from December 17 this year to January 11, 2021, sea suspended, temporarily, in its functions as Director of the Vote of the Dominicans Abroad, for a session (60) days with a salary.
FIFTH: Rafael Nicolás González Graciano, sea temporarily suspended from his duties as supervisor for the OPREEs of New York and New Jersey in the United States of America, is available for a session (60) days with salary, at from the date.
SIXTH: It is available that Gianilda Licelot Díaz Fernández and Ana María Matos Espinosa, administrative assistant and supervisor, respectively of the OPREE of New York be suspended for a period of sixty (60) days with enjoyment of salary, from the date.
SEVENTH: To design, on an interim basis, Dolores Pérez Castillo as in charge of the OPREE in New York, for convenience in the service and until a new decision of the plenary.
EIGHTH: Available the temporary suspension of Sublime Larancuent Guzmán in his duties as interim commissioner of the OPREE of Washington for a session (60) days with enjoyment of salary from the date.
NINTH: Order the start of an individualized evaluation of the performance of each president, member and alternates, and then assess the restructuring of the OCLEEs of New York, New Jersey, Philadelphia and Washington in the United States of America. For these purposes, the advisory committee of Electoral Boards must adopt the measures of the place.
TENTH: Order an investigation into the closure of bank accounts in Milan, Italy.
