“It is the lower courts that we need to look at urgently. Many people of humble origin, whether from rural or urban areas, spend their entire income on land or houses waiting for justice. When this justice is delayed, it is a big question for all of us, ”said Law Minister Kiren Rijiju in the function of an India Bar Council to congratulate the CJI.
In his speech, CJI congratulated Prime Minister Modi and the Minister of Law for approving “at reaction speed” the appointment of nine SC judges and said he expected a similar expeditious appointment of names recommended by the colleges superior by the superior courts. The college has broken a record 68 names for the appointment of judges in 12 higher courts.
The law minister said the government is interested in speeding up the dispensation of justice and stressed that a three-year delay is enough to make justice meaningless.
“I have said in many of our internal meetings that a three-year delay is tantamount to denying justice. After three years, justice makes no sense to the litigant. Therefore, we must ensure that the common man has priority when we talk about the mechanism of execution of justice. That is what we expect from the CJI and it does exactly that, ”the minister said, promising full heart support from the government to improve the infrastructure and facilities for the judiciary.
The CJI said the judiciary does not have the infrastructure requirements for judges, staff, lawyers and litigants. He said the rapid filling of vacancies in HCs and SCs remains their top priority, but inadequate infrastructure constantly prevents the justice delivery system from accelerating.
“I have suggested to the government that the National Judicial Infrastructure Corporation quickly address the infrastructure issues facing the judiciary and a comprehensive proposal for its creation is being processed. We have collected information from all states on “I will collect the data and present a complete proposal to the Minister of Law very soon. I hope for the full cooperation of the government,” he said.
Rijiju said the Union government is willing to expand all support to strengthen the independence and infrastructure of the judiciary, especially the courts of first instance. “Currently, we need many more facilities, including video conferencing facilities, for the judiciary. I will actively persuade states to intensify efforts to meet the demands of the judiciary’s infrastructure, ”he said.
CJI Ramana said the Covid pandemic has forced the courts to move from the physical to the virtual hearing. “Many rural areas do not have Internet connectivity to participate in virtual court proceedings,” the CJI said, and asked the law minister to address the issue with Internet service providers to set up kiosks. Taluka-level mobile internet to allow insiders to argue their clients’ cases and not feel excluded from the justice system.
Rijiju said, “We have a CJI in which the government has full confidence and faith that it will do justice to the country. It is a person of high integrity and commitment, who will announce a new dawn in Indian justice.”
Returning to the compliment, the CJI said, “When he first met Rijiju, he appeared as a college student. I will not ask him the secret of his youthful gaze, but I will tell him the secret of the expedition of justice. vacancies and provide adequate infrastructure to the judiciary “.
