Through the project called Identify it, started last July, the RNP aims to enlist 5.5 million Honduras and deliver the new identification document before the CNational Electoral Council hold primary elections to choose presidential candidates.
In January, and for the only time, the European company Thales, an expert in digital identification and responsible for preparing passports in Britain, will print the documents and then the RNP, with the same technology as this company, will issue replacements to citizens who get lost.
Until the previous weekend, the RNP had registered 4.8 million citizens in different parts of the country, and in February and February, through the consulates, will update the information of Hondurans in the United States and later of compatriots in Spain .
Meanwhile it carries out the enrollment process, which takes about four minutes per city, the RNP detects and corrects identification errors. By the end of the week it had added 383,876 inconsistencies, but it had also, at the same time, corrected 60,000 inaccuracies since August.
Among the most common inconsistencies found by the RNP in this new enrollment process stand out the different date of birth between registration and identification (102,195 cases), different numbers between registration and identification (94,080), different first surname between registration and identification (58,595) , second different last name between registration and identification (67,321) and other problems.
These inconsistencies, without the need for a citizen to attend an office, are corrected by the municipal civil registries, civil registration department, civil officers, general secretariat and general inspectorate at the request of the Inconsistency Resolution Committee.
A member of the Inconsistency Resolution Committee, who requested the omission of his name, told Diario THE PRESS that the 383,876 inconsistencies found so far do not correspond to the same number of people, because “there are citizens who have up to three inconsistencies”, and because of this it is likely that those who have these problems are only about 170,000 Hondurans”.
“Almost half of the inconsistencies are corrected instantly because they are errors in receiving information, the other 50% of inconsistencies go to the Civil Officer, when only a letter of the name or surname is rectified. Another percentage of cases involving people with the same identity number is directed to the Civil Registry department. They do a study to determine who first acquired the rights to that identity, they make an opinion and the other person is assigned another identity number, “he said.

Most of the inconsistencies regarding the date of birth dated before 1984, when the mayors “handled the National Register of Persons” and did not clearly record the “year of birth”, but, for example, wrote “The gentleman presented himself to account for his son … he signed the present on the 11th day of December of the present.”
On the inconsistencies that present indications of a product of a crime, the General Inspection of the RNP will carry out an investigation, issue an opinion and will transfer the case to the Public Ministry for which to make the pertinent inquiries with the intention of ascertaining or discarding a action taken with the queen by law.
The process of correcting inconsistencies is initiated by the citizen at the same time as he enrolls and receives the information that there is an inconsistency between the data found in the two databases of the RNP, the del Civil Registry and that of Identification.
