President Xi Jinping issued an unusually optimistic assessment of China’s future, noting that “the weather and the situation” were on the side of the country in a new year marked by national turmoil in the United States.

The Chinese leader said Monday at a provincial and ministerial-level meeting of officials that he saw that “opportunities generally outweigh challenges,” a marked shift from his sometimes terrible warnings of recent months. While repeating an allusion often used to the challenges posed by President Donald Trump’s “America First” policies, he expressed new confidence that China would win in the long run.
