HOUSTON – Two men were arrested in connection with the deadly shooting in New Orleans Det. Everett Briscoe, Houston Mayor Sylvester Turner said Friday. Police said the men are also accused of shooting Dyrin Riculfy, 43, who remains in critical condition.

Investigators said Frederick Jackson, 19, and Anthony Jenkins, 21, are in custody and charged with manslaughter and attempted manslaughter. There is a third person of interest, Harris County District Attorney Kim Ogg said, but no information about that person was released at Friday’s news conference.

Overnight, Jackson bonds were set at $ 2 million. Jenkins has not yet appeared in court.

Criminal record

Ogg said both men, in this case, have previous arrests. According to investigators, Jenkins is a well-known and documented gang member of the YSB (Young Scott Block gang) who has been responsible for criminal activity in the southwestern parts of Houston. While Jackson is a member of another band, an HPD researcher said.

Jenkins, who already had a previous juvenile conviction in 2017, was at large for aggravated assault with a deadly weapon when Briscoe was shot dead. Bond was $ 40,000 when the new alleged crimes were committed, Ogg said.

Jackson was previously released for theft aggravated by an incident in 2020. He is accused of following a person home from the Galleria area and robbing that person at gunpoint of a property in excess of $ 40,000. Ogg said Jackson had to issue two bonds and lost them, one in January 2020 and another on August 11 after cutting his ankle monitor. His bond was $ 150,000.

Ogg said the issuance of bonds is perhaps a reason in this case.

“There is some indication that the desire to get bond money could be involved in someone else’s case,” Ogg said. “I mean the way bail companies handle that bail now can and may have aggravated the problem. According to Ogg, in this case a non-bail application has been filed.

The deadly shooting

Briscoe and Riculfy were shot Saturday at the Grotto Ristorante in the Galleria area while traveling with friends from a well-known New Orleans social club. Police said the men were eating in the restaurant courtyard when two suspicious men wearing hoodies approached them and tried to rob them.

HPD said one or more of the suspects shot at the victims and beat them both. The suspects fled the scene in a gray Nissan Altima.

Emergency response teams transported the two victims to a local hospital, where Briscoe was pronounced dead, according to HPD.

Police said an additional investigation led to the arrest of Jackson and Jenkins as suspects in the shooting.

Remembering Briscoe

In addition to being the husband and father of two children, Briscoe was a 13-year police veteran and a New Orleans police detective. Over the past week, New Orleans law enforcement, political leaders and the community have expressed sadness and outrage over Briscoe’s death.

Briscoe will be in public view Friday at the Mahalia Jackson Theater in New Orleans from 2 to 7 p.m., WDSU said in a statement from New Orleans City Council.

The funeral will be held on Saturday at the Xavier Call Center. The viewing will begin at 8 a.m. followed by a service at 11 a.m.
