With the creation of the Government Communication System, which eliminates the General Directorate of Communication (DICOM), the Directorate of Information, Analysis and Strategic Programming (DIAPE) and the Directorate of Information and Press of the Presidency, President Luis Abinader created the Directorate of Government Strategy and Communication.
This body will be in charge of Homer Algiers Figueroa Guílamo.
According to decree 542-21, the functions of the Government Strategy and Communication Directorate are as follows:
Plan, organize, execute, and evaluate government strategy and communication; explain the measures, actions, projects and programs of the Executive Branch; facilitate communication of government accountability; coordinate the Government Communication System.
Also, to coordinate, through the Governmental Communication System, the communication strategy of the President of the Republic with the Press Director of the President and the Communications Directors of the different bodies and organs of the Executive Branch.
Manage the crisis communication of the Executive Branch, identify and continuously monitor the main national, regional and international events that are of political significance and are related to the plans of the Executive Branch or the maintenance of the conditions relating to the democratic governance.
Also keep systematically updated the various databases of the executors of the Presidency of the Republic, distribute to officials of the Executive Branch systematized and continuous information on the emergence and evolution of political events, as well as the action of the Executive Power with respect to these.
Carry out analyzes and distribute regular and special reports on the situation and evolution of the relations of the Executive Branch with society; conduct special studies and management designs on events that are part of the national agenda and present possibilities for conflict; provide the President of the Republic with all relevant information to ensure maximum communication consistency in its management.
Also with the Press Directorate of the President, created through the same decree 542-21, its director has the function of managing the communication actions of the President of the Republic and report on the activities of the President of the Republic and its officials.
The new Government Communication System combines the previous Government Communication System (SICOM) and the previous sectoral communication offices.
The Government’s Strategy and Communication Department integrates and replaces the previous General Directorate of Communication (DICOM) and the Directorate of Information, Analysis and Strategic Programming (DIAPE).
The President’s Press Office replaces the Presidency’s Information and Press Office.
“The Directorate of Government Strategy and Communication will assume the staff, budget items and assets that corresponded to the previous bodies, for this it will have to coordinate with the Ministry of Public Administration (MAP), the General Directorate of Budget (DIGEPRES) and the General Directorate of National Assets, respectively, ”the decree says.
