The collegiate body rejected allegations made by President Bukele about a “false sham.” The TSE also reiterated that the software used this Sunday is the same for the February 28 elections.

Magistrates of the Supreme Electoral Court, after the zeroing of the data transmission, observed from different polling stations the development of the process. The Court has emphasized that no emergency was decreed and carried out the election results transmission drill normally.

The magistrates gave a press conference at 7pm where they assessed the development of the simulation. At 8 p.m., Magistrate Julio Olivera said the process was considered a “success,” as they had completed 80 percent of the acts transmitted.

Verification of data transmission using table technology

In the afternoon. the president of TSE, Dora Esmeralda Martínez; and TSE magistrate Noel Orellana arrived at the Concha Widow of Graó Educational Complex to observe the use of table technology.

Magistrate Orellana emphasized that different institutions such as the Office of the Public Prosecutor for the Defense of Human Rights and the Public Prosecutor’s Office were also observing the transmission process in the polling stations, and the same technical support members who made use of the team mentioned that there were no errors when it came to transmitting the files.

Magistrate Orellana also spoke about the health protocol for February 28, where he said that they will have the tickets and that the purchase contract is in process.

“This week we approved it, we at the weekend believe that (they will approve it), remember that these (inputs) must go inside the electoral package, the ice alcohol must go, gloves, they must go protective masks, all those goods that will be used by the members that will make up the Voting Boards, “said Magistrate Orellana.

He mentioned that people who have a fever when they arrive at the polling stations will be able to cast their ballots, as a constitutional right cannot prevent a Salvadoran from casting a ballot, who will be able to cast their ballot under health protection measures.

“We are going to establish all the prevention measures. The counselors are going to have to indicate the measures that must take all the people who arrive at the polling stations. It cannot be limited to a person, no matter how high the temperature , is a constitutional right and “that is why they will be given facilities,” said Magistrate Orellana.

This Sunday, the 50 polling stations in San Salvador opened at 7:00 a.m. with the reception of packages.

“We have reviewed the results transmission equipment consisting of a laptop, printer, scanner, barrel projector and power and data power cables,” said Boris Espinosa, TSE facilitator. It is a technological team for JRV, i.e. 8,481 nationwide.

First the acts of deputies of the Assembly were transmitted, after Central American Parliament and finally of mayors. According to Espinosa, with the use of technology in tables the data processing time is reduced by half.

“In the previous processes it has been done and it was very subject to human error. With the system the marks are entered and the system places the percentage of value on each candidate instantly,” Espinosa stated.

According to Pineda, the use of technology will make the acts more readable, as opposed to when they were filled out by hand and the latest copies were no longer distinguishable.

Some faults are registered to correct in Ahuachapán

TSE’s logistics manager in Ahuachapán, Jessenia Lemus, said that by 9:45 a.m. they had already cleared all the routes that led the team to use in the transmission drill. They started at 6:00 in the morning.

Failures to connect to the Internet, lack of information and absence of members who should be in the transmission of data, were some points to correct detected in the drill that took place in the polling station located in the Isidre School Menéndez, d’Ahuachapán.

The transmission equipment was received at 10:00 in the morning and although it was connected correctly, when trying to enter the system it gave the message of internet failure. After nearly ten minutes of testing and a phone call, the transmission assistant managed to enter the “capture of personal cars of JRV members” phase.

The process was carried out by the technical support assistant, José García, as the person in charge did not arrive at the polling station. The previous Sunday’s drill was not held at the site as the person who had to receive the equipment did not attend either.

The polling station manager, Rosa Zepeda, noted that she was aware that the data transmission drill would be on Sunday morning; but that on arriving at the school they informed him that it would be until the afternoon.

He added that a new data transmission drill has been scheduled for next Sunday; but with the presence of JRV members.

Internet failures on Conchagüita Island did not allow transmission of acts

The failures to connect to the Internet system on the island of Conchagüita, Meanguera golf course in La Unión, made it difficult to transmit data from a polling station in this town.

According to technical support assistants, they have detailed that in the case of Conchagüita Island, the data will be transmitted from the Directorate of Electoral Organization (DOE), delegation of the Union.

At the polling station of the educational complex José Pantoja son, in the city of the Union, the data were transmitted in 20 minutes. While at the polling station corner Les Fustes, it was not transmitted due to the lack of the modem.

Guadalupe Marthel, a technical support assistant, said that in most of the Union’s polling stations, the data could be transmitted. According to Marthel, in the case of Conchagüita Island, the people of transmission are coming to the point of reference. in the DOE, here they will transmit.

Training day

This Sunday, the TSE also conducted trainings for the people who will make up the JRVs.

Edwin Escobar attended his first training session today, after realizing that he had been selected. “I didn’t know, my wife started checking and that’s how we noticed. They say they notify in writing, but no one warned me,” the citizen said.

He states that he has never participated in a JRV, but this time he will have to take on the role. “They’re supposed to be fined for not attending and have to pay, and with those economic conditions as one pays,” he stated.

Helen Cornejo also participates for the first time in an electoral event as part of the JRV and considers that the trainings are given in a simple, fluid and concise way.
