Wichita police post information on teenagers dragged and killed in car theft in Kellogg

WICHITA, Canada (KWCH) – Wichita Police Department (WPD) has arrested 34-year-old Kevin Palmer of Wichita on charges of murder.

On Saturday at approximately twelve o’clock at night, officers responded to the call of a gray Ford Escape traveling west through Kellogg to Meridian dragging a female. Officers located the Ford Escape on Kellogg and West Street with a 13-year-old woman trapped outside the vehicle and pronounced dead.

The investigation revealed the woman was sitting in the back of the Escape driver while parked outside a nearby working restaurant. His family entered the restaurant to look for food while staying in the vehicle. Palmer climbed into the driver’s seat and fled into the vehicle. The woman tried to get out of the vehicle as she moved. When she left, she was trapped in her seat belt outside the vehicle. Palmer continued to flee for several miles.

A citizen saw the fatal situation, called 911 and followed the vehicle. At Kellogg and West Street, Palmer stopped the Escape and fled on foot. Palmer was quickly arrested by officers who arrived at the call.

“This is one of the saddest cases I’ve been associated with during my more than 28 years of practicing the law,” Chief Gordon Ramsay said. “WPD sends its thoughts and prayers to family, friends and others affected by this tragic incident.”

The investigation is ongoing and the case will be presented to the Sedgwick County District Attorney. In addition, Palmer was previously convicted of several felony counts.

The case numbers associated with the cases are 21C007528 and 21C007542.

The Wichita police department received calls Saturday around noon from a woman who was dragged by a car near Kellogg and West.

Police say the woman was in the back seat of a family car when she was taken by a suspect. She tried to flee the vehicle, but was still fastened to her seat belt, leaving her dragged.

The female was pronounced dead at the scene. The suspect is under arrest and the investigation continues.
