The projected president of the Senate, José Luis Dalmau Santiago, presented as the first bill in the four-year term the measure that seeks to create the Comprehensive Health Plan of the Associated Free State of Puerto Rico.
In all, he introduced the first eight bills in the four-year term.
One of them, the Senate Bill 2, provides that the Health Insurance Administration (ASES) will be the sole payer, without the intervention of an insurer, to health reform patients who receive services from the Services Administration. Doctors (ASEM), the Cardiovascular Center of Puerto Rico and the Caribbean, the Comprehensive Cancer Center, the University Pediatric Hospital, the University Hospital for Adults, the University Hospital Dr. Ramon Ruiz Arnau de Bayamón and the Medical Emergency Corps of Puerto Rico. Therefore, ASES will be required to pay directly.
As for the 120-page Senate Bill 1, it states that it would be the new public health policy, creating the Central Administration of the Comprehensive Health Plan of Puerto Rico, a public corporation that will put in place and administer the Comprehensive Health Plan of Puerto Rico, establish the Pharmacology Board and establish the Fund of the Comprehensive Health Plan of Puerto Rico.
Senate Bill 4, also by Dalmau Santiago, would require certain premises to have an automatic defibrillator such as private schools. Law 141-2008, which regulates the availability of these devices in certain venues, establishes availability criteria according to the capacity of stadiums and sports centers, private entertainment venues, private universities, conference rooms, industries, factories. , shopping centers .
With the proposed new law, all such facilities, regardless of their capacity as people, should have at least one automatic defibrillator.
The June Senate Bill orders the creation of the Markets and Competition Negotiation, as a public body, and the elimination of the Department of Justice’s Monopolistic Affairs Office.
“The purpose of the Negotiation is to guarantee, preserve and promote the correct operation, transparency and the existence of effective competition in all industries, trades and productive sectors, for the benefit of consumers and users.“, Read the explanatory memorandum.
The new entity would have “complete independence of government,” the project provides, and “will ensure the uniform application of competition laws, regulations, and bylaws in Puerto Rico.”
The August Senate Bill creates the 21st Century Master of Science and Mathematics Development Act. As part of the measure, the Tuition Exemption Program for Science, Mathematics and Engineering students would be created.
